HERITAGE & CONSERVATION. 2. CORSO. The Corso precinct occurring around the different triangulated intersecting street patterns developed from the original land grants , is the central , commercial and civic core of Manly . The original Crown Grants subdivisions and crown reserves included the area on the south eastern side of the Corso to G Baker in 1810 The north eastern side to R Cheers 1810. These areas were privately subdivided between 1880 and 1889. The area Forming part of the National Trust Listed Urban Conservation area Manly Corso precinct . Municipality of Manly. There are no current Permanent Conservation orders in force for the Manly L.G.A. 3. PLANNING BACKGROUND. Representing a post Liberal City Model used in founding the colonial city. Historically the model adopted ; initially established the form of agreement that exists between public administration and the private sector. That is both of them recognised each others domain and the extent of their spheres of influence became precisely defined . Public sector being responsible for the streets thoroughfares , utilities and services. Private sector responsible for the rest . Urban land was regulated for usage . The most convenient arrangement was a corridor street which acted as means of access and thoroughfare , being specifically designed for the benefit of traffic and shops. Land was utilised in two ways as terrace housing and by low density expensive detached housing and related to social class. Sydney in most respects up until world war two was formed mainly as a group of suburban country towns complete with farms and backyard chooks. In spite of its desire to replicate mother England the Post Liberal City here being a new boom time development . Whereas elsewhere it was superimposed upon the existing. The administrative controls first used in the city model were in fact French in origin and derived from two sources; 1. (1840) Baron Hausmann with Compulsory purchase orders and 2. (1850) Public Health providing primary and secondary public services. 4. CORSO SPACE. Defined by two and three storey buildings with a central planted axis of mature Morton bay figs and Phoenix Palms. Buildings date from the 1850’s .A plan designed on the basis of The Victorian concept of the Garden . A vague reference to Le. Notre’s work and re-interpretation of Sixtus the Fifth . Not notable it terms of clarity inventiveness or as a reinterpretation . Similarly it drew on the English resort town of Brighton in a reminiscent manner providing early Sydney with the contempory notion of civilised leisure. The Corso has developed as the main thoroughfare between the Wharf and the Beach ; it is essentially a street that was later closed to traffic and pedestrianised . Commercial and retail development is dependent on the pedestrian traffic generated along the street . The national trusts description describes the influence of Brighton on Manly’ first developer , Henry Gilbert Smith . The tree planting beautification scheme commencing from 1877 . The primary development of the precinct occurs from the 1870’s up to the turn of the century when Manly was connected by tram to Sydney. A built environment representing the available skills of the time and spanning from Late Colonial , through Victorian to Edwardian & Federation periods .Sporadic development continues through the twentieth century evidenced in recent mid wars derived work ; similarly the omni present production of naive built work evidenced in much of the Urban building stock . 5. War Memorial Monument Corso. 14. Street light pedestals for Corso . 15. Sea & Harbour Walls. 16. Gilbert Park . 6. ARCHITECTURAL . Manly’s important architectural elements are juxtaposed against the expansive sense of space offered by the seaside and harbour views . These geographic and topographical characteristics although sedate can evoke reminiscences of the French Riviera at South Steyne Beach area and Brighton the original inspiration . Having also developed a uniquely coastal Australian absorption of periods styles and cultural references , dating from colonial times . International types in outcome , Western in origin and bland in presentation . Significant works include : 1.The Beach sea and harbour Walls. Minus the original wrought iron fencing. 2.Development along Pittwater Road and Whistler Street ; presenting a remarkable vernacular urban landscape. 3.Queenscliff beachfront houses; as remnants of the suburb. 4.Whistler street church Manly Congregational Church 1862 Addition stone by John Fairfax 1907 . 5.Manly Council Chambers with its lotus leaf capitals to the portico , an element of the E’cole and Brighton. 6.The Steyne Hotel and Brighton Hotel sites as an Art Deco facade. 7. CULTURAL. 7.1. NATURAL GEOGRAPHIC FEATURES & URBAN DEVELOPMENT. The favourable geographic features of Manly, its isthmus ,with its scenic and recreational attractions of beaches and harbour , North Head and the temperate seaside climate , have without doubt led to its sustained attraction for development , as resort and residential area . Locationally as gateway to the northern beaches and major transport interchange the town grew in commercial and retail significance . The community has developed around the base geographic and aquatic environmental characteristics. The coastal strips topographical zone of temperate and pleasant climate affording year round sports including swimming and surfing , and extensive sports facilities are available to local residents . “The current living patterns involve a range of industrial , commercial and recreational activities which can dramatically effect the environment .”2 Manly itself forms an extensive domiciliary community developed around a pedestrianised town centre . Housed in a range of building stock of types from prestige Hotels , Flats , attached and detached housing , boarding houses and overnight hostel and guest accommodation . Specialised medical and welfare stock exist at Manly Hospital , North Head Quarantine station and in the form of Salvation Army , Royal Far West Childrens Health Scheme ( Neighbour ) and St Vincent De Paul stock . The Town is currently formed from a mixed grouping of low medium and high density development . Culturally Manly is both birthplace (with Bondi) and harbinger of many Australian ideals . Surfing with the Duke Komanomoku riding the first board waves here and the following preponderance of World surfing champions and annual competitions that has witnessed the development of cultural icons , the surf business and a nationally identified pastime . Surf lifesaving the voluntary lifeguard rescue and resusitation science that sporned the notion of the Bronzed Aussie . Health fitness and association with fun loving outdoors activities . Promoted originally through Manly Coves swimming pool and identities such as Boy Charlton multiple world record holder and Olympic Champion . Clubs and societies currently exist in all aspects of sporting and social life with the beach and harbour providing a backdrop to these many activities . Cultural and civic life ; including the Annual Jazz Festival and Food and Wine expo .
